"Car stopped" versus "Car stopped on shoulder"

Hi,

In my Waze app for about the last month I've noticed an increase of "Car stopped" alerts on my routes when there used to be more "Car stopped on shoulder" alerts. Have people now started using "Car stopped" (as in blocking a lane of traffic) when they should have used the "on shoulder" version or is the app not correctly displaying the event?

Please help.

I didn't find the right solution from the Internet.

It seems that people started using this option more often as a stopped car, but they should not use this option as they stop on the side of the road because it is misleading but probably not everyone knows it.
